a different way against the six-year itch? >> i'm not surprised at all. don't forget, i worked in the clinton white house in 1998, when for the first time in roughly 70 years, the party that held the white house actually picked up seats in a second-term, mid-term election. and the reason was, if you think back to '98, it was because president clinton was under siege by house republicans looking to impeach him. and the american public basically said, you know what, that's just gone a little too far. and they went and rallied behind the president and his party. i see a parallel this time around. we still see republicans beating up on the president, no matter what he does. and i think there's going to be a backlash against that again. just like we saw in 1998. and i think there is reason to believe that the midterm elections for the house this time will be like 1998 for the democrats, where we will see democrats even in an incumbent president's second term, mid-term election, picking up seats. and that has everything to do with president obama's legacy and treatment. of course he's going to want

clinton? i will say that president bush after 9-11 sort of had cart blanch he controlled the house and the senate and the democrats were much more given to supporting his agenda following that crisis and attack on our nation. so is it really that unprecedented or does seem like over the last three administrations, it is okay as long as you give us, the republicans, what we want? >> it's not totally unprecedented. what's pretty clear is this particular congress, particularly coming after the last round of redistricting and with the rise of the tea party and the conservative branch of the republican party this is conservative with republicans pretty far to the right. democrats who frankly in many cases, particularly in the house are pretty far to the left. >> john: well, rick, it is true. it is nice to remember we do have democrats who are liberal in the house. is this another taste of the republican party doubling down on obstructionism? the policy that does not work for them in 2012? >> i don't think they know what else to do. look, we have such a weird dynamic now. elections today

newspaper, but where is the action? robert reich is the former u.s. labor secretary to bill clinton and author of "beyond outrage," what's gone wrong with our economy and how to fix it and ari fleischer, former white house press secretary under george w. bush. all right, let's get some action here. robert, the white house responded to john boehner's challenge of saying, where are the cuts, with a blog post from dan pfeiffer who wrote, "the fact is, the president has a detailed balanced plan with spending cuts, he's willing to make tough choices. now it's time for the speaker to do the same." then he had a link to an 80-page proposal from september, including war savings, it includes tax reform, which of course they want. it doesn't fully lay it out by any stretch of the imagination. so jay carney was asked what specifically will the white house cut and here's what jay carney said. >> it's in the proposals he submitted to the speaker of the house that the speaker walked away from -- >> where does the president prevent sequestration from happening? shouldn't the president take the lea

clinton also knows this. here's bill clinton at a conference i was at with him a year ago. >> i think you could tax me at 11 00% and you wouldn't balance the budget. we all have to contribute to this. if middle class people's wages were going up again and we had some growth in the economy, i don't think they would object to going back to the tax rates that i obtained when i was president. >> isn't the honest thing to tell the american people if you're going to be raising money by raising taxes that it has to be on more than just a few at the top? >> no, i think the honest thing is to take a balanced approach. i certainly agree with what you just said and with what president clinton said, that you cannot solve this deficit problem simply by asking higher income individuals to pay a whole lot more, because there's just not enough there which is why we've said we need a combination of revenue from closing those tax breaks that disproportionately benefit the very wealthy and mitt romney and paul ryan talked about how they were there. in fact, speaker boehner's proposal just about a couple mon
